A lot depends on what company made the trailer.
They are very heavy. Much heavier than any civy commercial trailer.

Big bike wheel on landing gear unless changed out says it's old, probably A1.
As far as changing the axle out to civy, no problem.
Just order a 5K axle with electric brakes and your life will be easy.
The M35a3 does use a hydraulic winch.
Power comes from a hydraulic pump mounted to the side of the automatic transmission. The lines run along side the frame rails to the bumper extension mounted winch.

A couple of things to consider about hooking the CTIS back up.
The engine mounted air compressor takes forever to re-air the tires from 30 to 85 psi. If the compressor were larger it would help, but its not.

The drums will help with keeping the road crap from getting into the seals. Also the threaded portion of the studs holding the bearing assembly will rust up quickly, which might cause you problems down the road if you ever need to replace them.
Both my M101a3 and M116a3 trailers came with the 37/12.50x16.5 HWMMV bead lock wheels and Goodyear radial tires on them. There is plenty of clearance on the parking brake cables.
You might consider placing a set of small coil springs on the cables to route them to the centerline of the trailer.

Now Farm Tags are a different story due to the commercial nature of the business.
