My only response would be that a small generator is a great idea, but I would consider a small diesel generator rather than a small Honda generator so you only need to carry one type of fuel
Before you do anything you should consider some of the compounds that can be used to polish the plastic. Boat shops that make canvas boat tops should be able to point you in the right direction. If that doesn't work I would go to a boat shop to have them replace the plastic or the entire unit
Not quite a HMMWV BUT 1995 Hummer is the 12V version. Same power train.
My 1995 has a Whipple and water injection. Swapped out the PO’s POS 38”x14”wide tires with 24 bolt with 37x12” standard tires just like the vehicle was sold with.

Hummer H1 has driven his rig with zero issues for over 300,000 miles on former military tires. He swears by them.
Guy drives icy Winter conditions and drives to Death Valley in the Summer at 129 degrees. Same tires.

Rims were dirty as heck from storage. Washed with water and a scotch pad. Chamois dry and then prep work.
Tedious part is taping off properly. Taping round rims with raised lips has to be done just right.

Three speed means OLD. That is great!!! That means you can claim it’s a 1991 and insure as a 30 year old classic and save $$$ and avoid many exhaust requirements.
HMMWV starters are water tight. That also means that dust and carbon that are generated cannot escape, and eventually clog these units and require rebuilds.
