Do you believe your meter?? Check it against a known source. What does the volt meter read in the gauge cluster? What is the ?? error voltage? didn't say. Do you have the 14 v tap going to the batteries? Is the wait light working and do you get a glow plug activation?

Switch looks to be pulled towards the steering wheel to the limit. Can you manually cancel a turn by flipping the little wing dingie on the switch. Yep it's in the TM... wing dingie. Anyway the little flipper on the switch that the bullet pin makes contact with, pushing it back over center...
Well now the line pressurizes, pumps up and in doing so... SHOULD SEE the fan free wheel, or pull the plug and fan locks up.
Something is dicked up or you not seeing it, feeling it... cuz that's one of the quickie test. LOL
For fan to cycle, thermo switch is the part doing the business...
