If you can run attachments under load with the pto engaged then the clutch isn't the problem. Just because the shovel is stowed and locked doesn't mean that there isn't a failed interlock mechanism screwing things up. Most vehicles equipped with pto driven equipment have lockouts that prevent...
That won't be transmission, that'll be either clutch, or some kind of safety lockout maybe malfunctioning. Make sure the rear shovel isn't engaged at all. I don't think the truck is supposed to move without it stowed or at least locked out.
Both rear axle shafts may be bent. You don't know the history of the truck. Easy to tell though, theyou are full float axles. Just pull the axle shafts one at a time and try it. Otherwise it may be the center support ball in the double cardan joint of the front driveshaft. I had a jeep Cherokee...

It should move freely, but have some spring pressure on it from the governor rod. It should not try to stick in any position. Spray it down with Kroil.
Having sat that long the hydraulic head button has probably popped off anyway, but you might be lucky. Sometimes they stay.
You can put a rubber gasket there if you want. The base plate that it sits on is spring loaded. Plenty of room. Or you can just do away with that garbage and install a spin on filter base and filter that actually works.
