To the OP, Are you sure the problem is your gage and not your sender?
Pegging the gage is a classic sign of a broken wire or a bad sending unit.
However I have seen gages with one of the fine wires broken inside which can also peg the gage, just not that common.
You should either check the smoking cylinder's compression or check the valves for leaks. Neither is easily accomplished without the correct tools.
Easiest thing to do is loosen both rocker arms to ensure both valves are closed, then with the injector out find a way to pressurize the cylinder...

You are correct Chainbreaker. The neutral and ground should remain bonded and a ground rod attached to the chassis ground.

As Coug mentioned, make sure you are set to the 12/240 3:00 position on your AC select switch. ( located under the flap to the left of the circuit breaker on an 002A ) and the AM/VM switch on the control panel is also at 3:00
