After reading this, I'm now considering to run the run-flat inserts on my two fronts, soon to be 16.00-20's. If anybody has 2, please get ahold of me, thanks. Would need whatever it takes to make it work, bead locks, or whatever.

Challenges are clutch linkage and t-case rotation or lowering or sliding back to lower front prop shaft to clear double countershaft type transmission.
Turbo big block is pretty fly. Should be the best of both worlds. Those that do it seem to have EGT's in the basement, I'm guessing because they have not upped the fueling rate? One would presume you can go a lot more fuel than where you are at now (lower button #?)?

You could add a simple 4 pin relay on the 12v side after the ig switch to flow up to 30 amps from a larger wire direct to battery, if you wanted things to automatically shut off when you shut the ignition off. Or, go straight to battery with no relay, but don't forget to shut the radio off or...
Hi Randy, welcome. The radiator cap is a conventional type, so you can easily pressurize the system to find the leak. Don't go higher than the pressure rated on the cap though, say 10psi to be safe.

There is valving in the main driver side steering gear box that determines if the pressure from the PS pump is utilized or simply recirculated. Sounds like this could be your issue, if you believe pump is OK.
Not for the engine you asked, but check out this nifty one for the 8.3L, block mounted. I think the turbo oil return is in the way of making this one work on mil engines, but quite nifty:

I will buy the 6 speed Allison from him if it has a PTO plate on it. If not, then probably not. Motorhome trannys (3000 MH) may not have them.
