    Electric horn. Older trucks had an electric horn, later models were an air horn. Your truck probably has an air horn upgrade but they never replaced the headlight panel.

    The actual VIN of that truck is 0625-10126. Somebody added the registration # to the VIN, probably either because they thought they were supposed to judging from the dataplate or because they were trying to get to 17 digits for the VIN.

    New Data Plate Source

    Never had a truck with the freezing one, but the turbo cool off period one is usually between the instrument panel and the glovebox. The checklist I've always seen as a sticker as opposed to a plate and it's usually on the upper part of the drivers door, near the front.
