Most of the stations around here throw them in a box , next time he goes by that station it would be worth checking . If nothing else he could sell it.
That works if there is enough belt left to measure or the belt isn't stretch to far. I got one of those , I don't think I have ever used it . It was left behind in a old auto parts store that I do building maintenance on .
Since your leaving it a guessing game my guess is their reasons are , you didn't inspect as they encourage and your shipper accepted them. Along with they will be gone from military surplus very soon.
You can probably get a new plate from one of the vendors or on evil-bay. Depending on what model truck.

Can't say I ever seen a filler on a semi-truck , all I ever seen are direct fill tanks with the filler neck built in.
This was built under government contract and specs . Just like the duel alternators on them , GM made them specific for the CUCV , just like they did with the filler spouts.
Since the OP post a photobucket link and not photos here is the photo ,I'm suprised it is still good but that won't last.

You want to post a picture of it and what mods you have done to it. Limited market as they have planetary axles no suspension and a low top speed. They do make good snow plow trucks.
Is this the same truck?
How many miles on it ?
What kind of speeds were running?
The motor might just be getting tired .
