very poor responce at low rpm is possible if the droop adj is off or the ip head is worn. check for 5 psi at 1500 rpm at intake manifold. (this is at WOT)
just compared the parts unlimited shock with a mil one. could hardly tell any difference, but it did take about 10 strokes for the oil to get where it wanted to be. if they have been stored on the side they may take a while to start working both ways. i have one in a seat i put it in about 8...
the easiest way is to move the front of the engine up and away from the box until you think something is going to break. then remove the cover from the box and pull the sector shaft out. after that you can remove the rest of the box pretty easily. i have a new sector shaft if you need one.

it seems to me that a worn ip head will cause uneven idle, mine went bad and after i repaired it it idles much better and has much better performance. when i cracked the lines before, i got a spray at some injectors and a dribble at others.

the D seems to make more boost for me and is much more responsive. 14 psi at only 950f on a long hill and plenty of power. the test is to load the shaft to the side while you turn it and see if you hear or feel it touching. with used turbos as cheap as they are, i doubt it is worth rebuilding.
