You should be able to go to the paint store and have them look up 'competitive paint', find the FSS (Federal Supply Service) listing then put in the '34052' FSS paint code and they can mix it. Because there are so many different mixing machines, and versions of the software the codes on one...
USMC gets a lot of stuff that never has a dataplate, or govt info provisions. Army has data plates made for the experimental vehicles (IE., XM-???) before deciding whether to purchase or not. Then, there are 'special units' that get whatever equipment they need at the time.
From the Phoenix area, going south and picking up I-10 will get you out of snow from there east through the southern Rockies. Then switch onto I-20 where it joins I-10 and head toward Dallas. I've been that route in January and only saw snow on the distant peaks.

Not familiar with northern California, but have driven I-10 to I-8 into San Diego in January. No snow and the slopes were easy - there is a train line running parallel with I-10, just to the north about half a mile. Because of the wildfires in Cali. that route might have some other dangers...
When you hit 26,000 you get into CDL territory. It is in your best interest to keep the gross weight UNDER 26,000 pounds for licensing purposes! Unless you ALREADY have a CDL and plan on keeping it! Even then it can get expensive quickly.
