How did switching filter systems clean algae and rust out your tank? I'm not being a jackash (right now) but I wonder if you misspoke or there's something for me to learn.

I wonder if the gunk is the remains of an attempted tank seal.
A shop near me used to repair rusty and leaking fuel tanks using a black, thick gummy sealant. The stuff worked well but if you left your tank empty for too long, the stuff would dry out and peel.
I guess if your tank was sealed...
I had a noise like that once. It was a section of exhaust manifold gasket vibrating like a reed. If you can reproduce the noise while running the engine with the vehicle in the shop, you will be able to listen around the motor and deduce the location.

That's a great project idea. Looking at the pic, I'd consider loosing one of the rear axles. Looks like too much gear for the carry capacity.
You could buy a 2wd F-550 and fit the axles with a new suspension made from coil springs and links. Fit the divorced transfer case with new cross...
cranetruck, what does the 1100 part of "1100-20" signify? If it's millimeters then:
1100 (100%) divided by 24.5 = 44.90"
14.00 (decimal??) (100%) divided by 24.5 = 57.14"
1600 (70%) divided by 24.5 = 45.71"

My cheapness says the math matters:
To change the hub = $475 for the hub + $75 for the wheel = $550 per corner
To modify the wheel center = $75 plus material and my labor per corner
I don't need to look at or have to twist off 10 lug nuts when 6 will do, nor do I think there's any advantage...
