Doubtful the military looked at it in any real intent to buy. TVI is commercial all the way and priced for first responders, not big Army..

Don't see the lockout hole on that model, newer models have a pin hole on the brake actuator to lock off the surge for off road towing.
So assuming you have the new regulator on..and unit is turned off..
There is a test you can do which will prove to you that the generator is capable of making voltage and being stable. That will put your mind at rest that the issue is the regulator.
If you unhook F+ and F- from the regulator...
Some applications want both plants running at the same time to guarantee power in the event of one unit dying...as said the maintenance swap-over is useful but when the higher ups are inspecting you turn both on at the same time:) Never a good time to go dark in the TOC...

As a rule of thumb, when I work on those systems I try to work out what is working as well as what isn't, and that is your guide.
Example, the cooling is not working...it could be you are missing a phase and the phase monitor is locking out the whole...
Yes that is a single phase box though...if you have a big three-phase system you need a real Utility Distribution Box (UDB) and they seldom come up for sale....
One thing you may not have considered is that if you rewire the gen to 120v/240v single phase, then the controls on the gen may not work correctly. Remember the watts transducer and meters are all set up to look at three phases. If you remove one of them then the gen may not act correctly or...

I am no MEPs expert but if you have 120V phase to neutral but 0v phase to phase on a generator that could be because the 'phase to phase' is reading the same phase...there would be 0V of difference, so the meter reads 0v..there is 120V difference between phase and neutral so you get a reading...
I think it will be more than 300lb...The data plate says 298lb with a shelter liner on the back deck...the load on the back deck is actually reducing the tongue weight. The Marines used a 6D with that system and the 6D liner weighs 255lb..so...with the liner gone I would assume you would be at...
