Just a thought but how about when you wipe the dipstick off with your fingers and you can't see your fingers like you can with fresh oil?
I used to use this "rule of thumb" so to speak in various equipment I used.
I notice that just about 3,000 miles which is the recommended oil change interval...
Don't go by what I'm saying here but I remember they had a cracked frame issue with some of these types of fire trucks.
Again, don't go by what I'm saying here as it may not apply to this particular truck.
Whats being said is someone either thru a contact or an actual trip bought the vehicle(s) and had it shipped back to the US to use or re-sell. The gov't left the vehicles over there, they did not/are not shipping them back.

At one time Van Dams Surplus in Holland had 2-300 CCKW's in the mid 90's. I imagine thousands passed thru there at one time or another (as well as Jeeps etc.)

I've used PB Blaster/WD40 as "lube" before for feeding wire thru a rubber spark plug boot before but the wire you're talking about is probably not the same thing.
