Filter or bad fuel. A vacuum leak would be a constant problem, and could not cause surging. Change the filters, and burn out the fuel in your tank. Cheap easy and fun! Can you say Road Trip?

If I wanted to make that truck better, I would put a Cummins "B" model and a Eaton 5 speed into it. The dollars are the constraint. The axles are more than sufficient to handle the power that is applied to them. It's a moody truck, but when it runs as designed....Dang I hate big hills!
