Suggestion: Visit your local tractor repair shops. Many of them have lowboy trailers for moving equipment and they might be willing to assist you with your move.

Most repairs cover a specific area that have a variety of fasteners of a specific number. If you need to replace them, then you identify the size and quantity.

I don't think the problem would be the proportioning valve because it would affect both brakes.
Some possible causes I can think of off the top of my head are:
* Brake drums cut to different diameters
* Wheel cylinders of different diameters or not moving equally
* Shoe set not installed...
I dunno, that damage looks to be from those cover plates getting hooked on something external.
I see the outward dimple from the shaft end, but still the lower lip of the plate is pooched out like it got snagged on something.

I don't know who sold you the truck but if they said they are selling you a fully functioning rig, then I'd go with that until you learn otherwise.

I think this is what Kenny is envisioning.
The two issues I see are:
The cable length from winch to bed sheave changes as the bed is raised and lowered unless the winch is centered on the bed hinge. That may make loading awkward, maybe not.
AFAIK the rear of the bed does not get to ground...
