I did spray some Kroil up into the shutoff lever bore. The lever moves just fine within its mount plate. If I can't get it freed up I'll pull the HH tomorrow and drop the whole thing in a bucket of ATF. I feel certain it is the stop plate sticking.

You can go to any auto parts store and walk over to the "Help" parts section and get a packaged assortment of springs for cheap. I keep one in my toolbox.
That liner probably wasn't a very tight fit in the bore, allowing the liner to expand and contract every time the cylinder fired until it finally cracked.
Ok, you should be able to daisy chain at least two of them to get 24v output but that will leave you with a third panel you can't do anything with because you don't want 36v. If they were higher quality panels you could run an infinite number of them at 24v.
Won't hurt it if you don't concentrate on the parts that are obviously fragile, like the gauge faces and lenses. They are subject to water intrusion from high pressure blasts. Everything else should be fine.
Drano and water will work in a few minutes. Or you can go down to Harbor Freight and buy a $20 ultrasonic cleaning tank and drop it in there with a solution of simple green and water and get it done in 5 minutes. It'll look brand new then.

Oddshot, I meant two separate pickups from the same tank with one pump pulling from each one and having them both plumbed into the supply going to the primary filter. I know daisy chaining them won't work.

And having vehicles with a control module in every seat and door, body control module, multiple drivetrain control modules, all of which can and will just decide to up and take a giant $hit on you for no reason is so much better than having a carburetor flood once in a while. Seriously though...
Did you give any thought to running the two pumps in parallel? Both pumps pulling from the tank and into a "t" in the supply line, possibly doubling the flow rate?
