Once I realized that there is no way to select front hubs, I dropped the idea of changing the transfer case.

Is this the unit? (Ignore the electric cylinder attached to the lower right hand side. Usually there is a hole there.)

Would you really trust an engine that has seized and rusted and cannot be spun with the main crankshaft bolt? Would you drive that engine on a 1000 mile camping trip off the grid, even if you get it to turn over with acetone and ATF...
Might I suggest filling each cylinder with "Marvel Mystery Oil," and letting sit for 48 hours, maybe even a week. Also, boroscope is your friend.

Problem with HMMWV is it is still considered active service. Not sure if that changes things.
How do you know starter not rotating is not PCB related? Did you hook up direct 24 Volt to the large wires and then activate the solenoid with smaller 24 Volt wires? How do you know this is not a solenoid issue?
Did you drain engine oil and make sure no water is/was in there? Make sure U R not...

There might be an issue with mating up the new transfer case to the stock shifter due to the 2 wheel extra option, I guess, unless I configure the stock shifter to bypass that setting.
