I opened an old Prestolite box today, and it further confirms my suspicions.
It contains 3 relays and a circuit board without any integrated circuits.
Looks like one relay is for ignition and one is for glow plugs, and one is for general electricals.
Reminds me of the story of the brilliance...
Dropping is the best way. Period.
Next best is disconnect fuel lines and drain Diesel fuel. Next powerwash and then vacuum out water with wet vac. Then use compressed air to dry the system. Let sit for a few days to allow water to evaporate. Then use a borescope to look inside and confirm clean...

In defense of the other poster's comments, there have been a few posts where people have tried to register by trying to skirt local law.

EDIT - Agree with Action who posted below to copy prior title. I copied prior title verbatim.
In New York I had to call over a supervisor to click a special screen for the 6 digit VIN.
If I were you, I might bring a printed picture of the VIN plate. That is what helped me in NY. The supervisor took one look and then looked and the prior title from another state with the same 6 digit...
TAGE makes an excellent point about a bad ribbon.
The way to repair a bad ribbon in many cases is to use paint on auto defroster electrical paint. It will complete many circuits well.

No great way to check a PCB unless you wanna open and look for burnt up bits. Hard to see sometimes when magic smoke gets released. [The TM's talk about a way to build a diagnostic box, but it seems like a huge undertaking for limited payout].
Best way is to make sure batteries are charged...
