Adjusting it a tad sounds like a good plan. One must keep in mind the TM alignment settings are for a truck routinely carrying troops and supplies, some 1/2 to 1 ton (per it's 1.25 ton rating) and thus the toe out/in of the loaded suspension will be evened out by the loading.

Understood. Unless someone else has a different experience than mine, I'd say it's toast. It's not possible to open them up (all that I've seen) for service.

Best of luck either way. Don't forget that if you buy from GP there are auction fee percentages and sales taxes on top of the winning bid, which add up to significant $$ fast for a vehicle you can't drive off the lot (since most Govt depots don't allow it, even for runners).

LED or Incandescent bulbs? You haven't given a lot of information, but when I see one blink and then nothing, it's usually when an Incandescent flasher relay interacts with the very-low power draw of LEDs and refuses to blink properly.

What brand/source did you use for the USB and Cig Lighter ports? I've tried a few but they failed due to poor construction. Would like to replace them.

For the lights, I agree there could be a grounded or chafed wire somewhere. One thing that helped mine was to unscrew the connector from the back of the light control box, clean it and replace it. Could just be some corrosion on the pins.
