The boot is probably ripped. Replacing it is the only thing to do. Search through other threads about replacing them, buy up the parts/tools and tear into it. This is a great chance to inspect/replace wheel cylinders, inspect/replace brake shoes, inspect/replace/repack wheel bearings...
They are probably comprable. The Sylvania version in my mind is a great product because it is very much brighter and pretty darn cheap at our local parts store. You being in a different country might have different regulations to deal with as far as what is legal to use.

The factory for these truck center consoles had a little strap that held them. If you add the factory console or make your own. Straps can be added real easy.
Um, I thought all the OA-331 engines had a Holley 885 carb? I know both of mine do. Anyway, here is a manual for the Holley:

Last summer, I was getting 19-20 mpg in town with the M1009 on stock tires. 20-23 mpg all highway with the stock tires. The 23 mpg run was 430 miles and the outside temps were 107°. Speed never exceeded 64 mph and normally 62 mph gps was my cruising speed.

The plug should be "live" along with the lights it relays power for. I didn't say that right. If the brake lights on the vehicle are hot, then the brake light pin in the plug should be hot when the brakes are pushed. Same for running and black out lights. Is that what you wanted to know...
Welcome to the site and follow the above link to get the manuals. The -20 has a huge 70 odd page trouble shooting section. It will walk you through how to check every part of what is causing your troubles.
I agree it is a load somewhere on the system. However, it could very possibly be a bad voltage regulator as well on one of the alternators. I think it is glow plug related, but just wanted to mention what to check next if you find everything ok.
Check the metal lines running along the engine valley between the pump and the filter for rust holes. Check al the metal lines from the tank up actually.
