the engine manual says 150 to 175 inch pounds = 14 foot pounds. it is a 5/16 18 bolt and if it was grade 2, the standard torque would be 12 foot pounds. seems plenty tight to me, my wrist is calibrated!

and the red tooth was also showing when you set TDC? just to make sure. i have also seen ambac HHs that were bad out of the box (rebuilt ones) excessive smoke could be several things, but is always incomplete combustion for some usually simple reason. injectors not spraying could be one of them...
define 'brand new', if you just mean a different pump, it could just as easily have a bad HH as well. are you sure it is not 180° out of time? when installing the whole IP there are two positions it can go in and have the timing mark lined up, only one is correct.
jsthnt, i don't see where you say what the boost pressure is when the egt is high. just because you have a turbo doesn't mean it is working correctly or all the time. black smoke and high egt means too much fuel or too little air. too little air means low power.
No? Why not? If you bypass the FDC, the IP thinks all fuels should be injected in the same volume with no regard for the energy in each type of fuel. I would just leave the FDC hooked up if you expect to have a variety of fuels, keep in mind it is the fuel that cools and lubricates the HH.
the more it is screwed in the less fuel at low to mid range. I just remove the screw entirely for best power. if the screw is in too far there will be a terrible stumble when starting out from idle in a low gear.

they should come with a manufacture date which is important. some i got many years ago were such poor quality you could see through the thin spots. i would go with memphis, they use them in their shop and would not carry inferior boots.

at cranking speed there is not much coming out, but since fuel cannot be compressed it would go into the engine if the pressure was high enough. try it with the throttle wide open.
are you sure the shutoff shaft and pin on end is engaged properly? if the pin is missing there will be no fuel to the injectors. so if you crack a line loose at the injector you will get no fuel. if you get fuel there, there just is not enough pressure to inject. it takes a lot!
the delivery valve is a very high pressure check valve. i have had them out before and no problem. i have absolutely no doubt that your HH is completely worn out. do the test i outlined above.
