I've put it on undiluted (100% strength) and not peeled the paint, but your mileage may vary. A lot probably depends upon how well the paint is sticking to the subsurface.
I got some industrial Zep from a very good friend (:beer:) and I will thin it varying degrees and apply it using a bug sprayer. Let it sit 5 minutes and pressure wash away.
Like Zout said, nothing's as good as a steam cleaner. I have a friend with one and I just can't believe what it does...

How do you expect a man to clean his gutters? Prune the tall bushes? Get an apple for his kid? Get the neighbor's cat out of the tree? Get the kid's rubber band airplane off the roof? Look at the sunbathing neighbor next door? Put the dog on the roof...
The transmission isn't heavy, 2 guys can pick one up. The bigger issue will be properly balancing the load with the transmission attached.
I don't have a good way to do this (currently) so I separate the engine and trans before removal. I am working on a way to pull and install them...

A 715 is an old enough vehicle that you won't be buying it from GL. You may find some through the State surplus services but they'll be likely to have been used by Fire Departments and modified to varying degrees.
Your best bet for 715s is eBay, SS classifieds, Craigslist and your local...
