Spicergear did this swap about 10 years ago. Tom had a good bit of fitment issues if I remember correctly. But, it did fit and work great. Search for Spicergear and you will be amazed at the quality of work and sheer ingenuity on display.
When you go to install the new one. Keep your fingers away from the gear teeth. It is a very easy job to do, but those arms are spring loaded and if you fingers are in the way, the gears will win.
The serpentine system is nicer to live with than the V belts in my opinion. However, the dual alternator, 12/24 volt system is kind of hazy with the serpentine set up.

The vacuum line only handles shifting of the transmission. If it was off, the transmission was shifting into 3rd at about 12 mph which would for sure make the truck feel sluggish with the 3.08 axle gears. Or, it wasn't shifting at all which you would probably notice.

Is the IP timing line still lined up with the line on the timing cover? If so, unless you used a Snap On lumy mag timing machine or one of the induction pulse converters since the balancer change to reset the timing. The balancer has no effect on timing.
The balancer should not have an effect on how the engine runs. Was the old one separated or something? Might just be a feel thing.
