There are 2 styles of landing legs and stabilizing jacks that are dependent if the MWO 9-2330-324-23-1 has been applied.

I just picked up a trailer and my stabilizer does not have a crank handle and maybe the top cover?
I saw other pics on the web in the same condition. Was there 2 styles or did they get damaged if the handle was poking out?

No hold down and 65 group sideways sounds like a receipe to bounce around and ground out.
24 will fit the bottom tray indentation and allow oe hold down.
Ymmv but can not recommend this is a safe substitute.
here in the US, you can buy kits to add a drain plug to a pan. Basically drill a hole and the fitting has a nut and washer on both ends with the pipe plug in the middle.
what model truck do you have as that will determine if it was armored and what pillars are on it.
Those holes look very large and typically where the rails connect is a rivet nut with a machine screw unless those holes are where the rivet nuts used to be?
and then there are the custom brackets inside for the particular engine or transfer case they hold.... $$$$ and the one I got had 20 something clay absorbent reusable packs to contain fluids.

Did this truck come from Mobile? All those trucks came from Red River and have been sitting for a very long time probably 5 years or more....
Are there many parts missing and heavily cannibalized? If so, there is your answer on the motor and why it was turned in......

there is another style of antenna tie down that the antenna clips into not hooks over the antenna. That way if you get hung up. It will spring up. With this style, it will snag until something breaks....
I have broken 2 masts this way and do not use that style anymore. YMMV
